About Tekere Girl Child Empowerment (TEGEM)

Tekere Girl Child Empowerment (TEGEM) is a community-based non-governmental organization working in Eastern Uganda to promote the rights, wellbeing, and socio-economic empowerment of girls and young women. TEGEM implements multi-sectoral programs in education, sexual and reproductive health and rights, psychosocial support, self-care, youth engagement, and community development, in partnership with communities, local governments, and development partners. Job Summary

TEGEM is seeking a dynamic and highly skilled Project Officer to support the implementation of multiple community-based projects. The position requires a rare blend of strong grassroots engagement skills, excellent coordination capacity, and advanced computer proficiency to support documentation, reporting, and innovative program delivery. The Project Officer will play a key role in translating project designs into high-quality community-level results.

Key Responsibilities

The Project Officer will:
• Plan, implement, and monitor community-based project activities in line with approved workplans, budgets, and timelines

• Mobilize and engage community stakeholders, including youth, women, local leaders, and service providers, to ensure inclusive participation

• Support development and adaptation of innovative tools, templates, and activity guidesfor trainings, dialogues, and community engagements

• Prepare high-quality activity reports, success stories, and documentation using digital tools

• Support routine project monitoring, data collection, and basic analysis to inform adaptive programming

• Coordinate logistics for field activities, trainings, and meetings, ensuring cost-effectiveness and compliance

• Work closely with M&E and Finance teams to ensure accurate reporting and accountability

• Identify implementation challenges and propose practical, context-appropriate solutions

• Ensure safeguarding, gender sensitivity, and ethical standards are upheld in all project activities• Perform any other duties assigned by the Programs Manager in line with project needs

Required Qualifications and Skills

• Minimum of a Bachelor’s degree in Social Sciences, Development Studies, Community Development, Public Health, Project Management, or a related field

• At least 3 years of proven experience implementing community-based projects, preferably within an NGO or donor-funded environment

• Strong practical experience in community mobilization, facilitation, and participatory approaches

• High proficiency in computer applications, particularly Microsoft Word, Excel, PowerPoint, and digital reporting tools

• Demonstrated ability to design templates, tools, and simple systems for project implementation and reporting

• Excellent written and verbal communication skills in English; knowledge of local languages in Eastern Uganda is an added advantage• Ability to work independently, manage multiple projects, and meet deadlines under minimal supervision
